Rules and Guidelines for 14 & 16-Year Old Brackets
Teams shall consist of, and must be limited to, a maximum of fifteen (15) players, one (1) manager, and two (2) coaches. Awards will be given to all rostered players & coaches. (18 members max.)
Manager shall submit a roster (required for all players, managers and coaches), all individual insurance disclaimer, as well as proof of player’s birth dates (Birth Certificate ONLY) and team name prior to the first game of the tournament. Manager must report in at registration booth prior to start of each game for information and coin toss. All managers and coaches must submit an insurance waiver prior to entering field of play. Substitution of managers and or coaches will be allowed when rostered individual cannot participate due to injury, illness, vacation, or other justifiable reason. The substitute must sign an insurance disclaimer prior to entering the field of play. If the original rostered manager/coach returns the substitute is ineligible to return.
Players participating in the 16 and under tournament shall not attain the age of 17 before May 1, of the current year.
Players participating in the 14 and under tournament shall not attain the age of 15 before May 1, of the current year.
Players can only be rostered on one tournament team.
Any player listed on the roster who is unable to participate because of injury, illness, vacation, or other justifiable reason may be replaced by another eligible person. If a player is replaced, they may not be returned to the tournament roster. Replacements must be recorded and approved by the tournament director. Replacements will not be allowed after completion of team's second tournament game.
Playing Equipment: The use, dimensions, and other specifications of all other equipment used must conform to those rules used during the regular season.
Playing Rules: National Federation rules apply to play unless otherwise noted below.
All fields are neutral. A coin toss by Tournament Director will decide home and visitor dugouts.
1. Game Time
Teams are to report in at registration one hour prior to game time. Forfeit may be implemented fifteen minutes after posted game time. Games under lights will be scheduled during tournament play. An inning starts the moment the third out is made completing the previous inning.
2. Doubleheaders
A team may be scheduled to play two games in one day, except as may be necessary as determined by the tournament director. Example: rain postponements, championship game if the loser bracket winner wins the first championship game.
3. Pitching Rules
a. Any player on a tournament team may pitch.
b. A player may not pitch in more than nine (9) innings in a day. Delivery of a single pitch constitutes having pitched an inning.
c. In a game suspended by weather or other causes and resumed the following day, the pitchers of record at the time the game was halted may continue to pitch to the extent of the remaining eligibility for that game.
d. A player may not pitch in consecutive games.
Exception:
A player may pitch in consecutive games if only two (2) innings were pitched in the previous game.
e. Coach must notify umpire when using intentional walk and player will be put on first base with no pitches being thrown.
f. Pitching affidavit must be completed and signed by the official scorekeeper. Affidavit must be with team for all games played.
4. MANAGERS & COACHES
A manager or coach may not leave a dugout for any reason during a game without receiving permission from an umpire. The manager or coach may be removed from the field for the remainder of the game for violation of this rule. A manager or coach who is granted a timeout to talk to any defensive player will be charged with a visit to the pitcher.
5. Mandatory play does not apply during tournament play.
6. Any game in which a winner cannot be determined in accordance with the playing rules shall be resumed from the exact point at which it was suspended regardless of the number of innings played. Exception: In the event that the first inning is not completed, the game shall be replayed from the beginning and all records, including pitching, disregarded. The coin toss will stand.
7. When a manager claims that an umpire's decision is in violation of playing rules, a formal protest must be made to the umpire-in-chief at once. The umpire-in-chief must immediately call a conference of all umpires working the game. If the problem cannot be resolved, the tournament director or tournament umpire-in-chief will be the final authority. Protest involving playing rules not resolved before the next pitch or play shall not be considered.
8. The official scorer shall, immediately following each game, enter on the official score book:
1. Date of game.
2. Name of each player who pitched.
3. Number of innings pitched.
4. Score of the game.
5. Signature of the tournament director or assistant.
9. The tournament director or tournament umpire-in-chief will be the final authority on any disputes or questions about rules.
10. Two adult base coaches are permitted.
11. No batboys or batgirls, unless on official roster as one of 15 players.
12. Defensive team, from dugout or field shall not address the batter in any manner. No trash talk allowed.
13. Any player, coach, or manager ejected from a game will not play, coach, or manage in the team’s next game.
14. NO TOBACCO to be used by managers, coaches, or players inside the fence
surrounding the field of play.
