Rules and Guidelines for 10 & 12 Year Old Brackets

                                                                             

Teams shall consist of, and must be limited to, a maximum of fifteen (15) players, one (1) manager, and two (2) coaches. Awards will be given to all rostered players and coaches.  (18 max.)

 

Manager shall submit a roster (required for all players, managers and coaches), all individual insurance disclaimer, as well as proof of player’s birth dates  (Birth Certificate ONLY) and team name prior to the first game of the tournament.  Manager must report in at registration booth prior to start of each game for information and coin toss.  All managers and coaches must submit an insurance waiver prior to entering field of play.  Substitution of managers and or coaches will be allowed when rostered individual cannot participate due to injury, illness, vacation, or other justifiable reason.  The substitute must sign an insurance disclaimer prior to entering the field of play.  If the original rostered manager/coach returns the substitute is ineligible to return.  A maximum of three adult manager/coaches are allowed inside fence on field before and during game.

 

Players participating in the 12 and under tournament shall not attain the age of 13 before May 1, of the current year.

Players participating in the 10 and under tournament shall not attain the age of 11 before May 1, of the current year.

 

Players can only be rostered on one tournament team.  Manager/Coach shall submit starting line up with player name (first & last), number, and position as well as complete roster and pitching affidavit to the official scorekeeper prior to start of each game.  All Player substitutions MUST be reported to the scorekeeper prior to replacement.

 

Replacement of Players

 Any player listed on the roster who is unable to participate because of injury, illness, vacation, or other justifiable reason may be replaced by another eligible person.  If a player is replaced, they may not be returned to the tournament roster.  Replacements must be recorded and approved by the tournament director.  Replacements will not be allowed after completion of team's second tournament game.

 

Playing Equipment

 

A.    All fields neutral, coin toss by Tournament Director will decide home and visitor dugouts.

 

B.    Every player must wear a conventional uniform, which includes shirt, pants, stockings, and cap. Metal cleats are not allowed.

 

C.    Each team must provide approved safety helmets with NOCSAE and warning labels.  The batter, all base runners, on-deck batters, and player base coaches must wear approved helmets.  All safety helmets will be inspected by the umpires prior to the start of each game for NOCSAE labeling and for any defects.  The umpire’s judgment is final.

 

D.   All male players must wear athletic supporters.   Catchers (male) must wear the metal, fibre, or plastic type cup.

 

E.    Catchers must wear a mask with approved catchers helmet (skullcap type not acceptable) and throat guard during practice, infield, pitcher warm up and games.  Catchers must wear approved long model chest protectors with neck collars and shin guards.

 

F.    60-foot bases, 45-foot pitching, outfield 195-foot right, center, left.

1.        Game Time

          Teams are to report/arrive one hour prior to game time. Forfeit may be implemented          fifteen minutes after posted game time.  Games under lights will be scheduled during tournament play.  An inning starts the moment the third out is made completing the previous inning.

 

2.        Doubleheaders

A team may be scheduled to play two games in one day, except as may be necessary as determined by the tournament director.  Example:  Rain postponements, championship game if the loser bracket winner wins the first championship game.

 

3.        Pitching Rules

a.    Any player on a tournament team may pitch.

b.    A player may not pitch in more than nine (9) innings in a day.  Delivery of a single                         pitch constitutes having pitched an inning.

c.      In a game suspended by weather or other causes and resumed the following day,  

       the pitchers of record at the time the game was halted may continue to pitch to the              extent of the remaining eligibility for that game.

d.    A player may not pitch in consecutive games.

       Exception:

       A player may pitch in consecutive games if only two (2) innings or less were

        pitched in the previous game. 

e.    Pitchers once removed from the mound may not return as pitchers.

f.       Coach must notify umpire when using intentional walk and player will be put on  

       first base with no pitches being thrown.

g.     Pitching affidavit must be completed and signed by the official scorekeeper.  Affidavit must be with team for all games played.

h.     Starting pitcher must pitch to the first batter.  Sub is a pitcher after he throws the first pitch to the batter.  Warm up pitches do not count

 

4.       Managers & Coaches

          A manager or coach may not leave a dugout for any reason during a game without receiving permission from an umpire.  The manager or coach may be removed from the field for the remainder of the game for violation of this rule.  A manager or coach who is granted a timeout to talk to any defensive player will be charged with a visit to the pitcher.

 

The manager or coach may visit the pitcher three times in a game. The fourth time out, the player must be removed as a pitcher. If the pitcher is changed, a trip is not charged to the coach. NOTE:  Only one offensive timeout will be permitted each inning.

 

5.        SUBSTITUTIONS

Must have nine (9) players to start and play game.  A player in the starting lineup who has been removed for a substitute may re-enter the game once, provided the player returns to the same position in the batting order.  Only players in the starting lineup may reenter the game. Exception:  A rostered substitute who enters the game to pinch run or to pinch hit, will remain eligible to enter the game defensively one time. A player in the starting lineup who has not been removed for substitute batter and/or runner and becomes a pitcher may be removed for substitute batter and/or runner and reenter the game as a pitcher once, provided the pitcher was not physically replaced on the mound.  All players who re-enter the game must re-enter in the same spot in the batting order.

Should injury to a player prevent a team from fielding nine (9) players, the manager may    insert a player previously used in the lineup.  The opposing team manager shall select the    player to reenter the lineup.  A player ejected from the game is not eligible for reentry.

NOTE:   An improper substitution is not basis for disqualification or forfeiture, and             should not be confused with the use of an ineligible player.  When it has been established    that a player has been substituted improperly, the umpire-in-chief shall order the player       removed and the game resumed after a proper substitution has been made.  The use of an    ineligible player is a forfeit.

 

6.       Mandatory play does not apply during tournament play.

 

7.       Any game in which a winner cannot be determined in accordance with the playing rules shall be resumed from the exact point at which it was suspended regardless of the number of innings played.

 

Exception:  In the event the first inning is not completed, the game shall be replayed from the beginning and all records, including pitching, be disregarded.  The coin toss will stand.

 

8.       Games scheduled for 6 innings:  If at the end of the fourth inning, one team has a lead of ten (10) runs or more, the manager of the team with the least runs must concede the victory to the opponent.

 

9.       When a manager claims that an umpire's decision is in violation of playing rules, a formal protest must be made to the umpire-in-chief at once.  The umpire-in-chief must immediately call a conference of all umpires working the game.  If the problem cannot be resolved, the tournament director will be the final authority.  Protest involving playing rules not resolved before the next pitch or play shall not be considered.

 

10.     Each game must be played to the point of being an official game.  Regulation games are of four or more innings in which one team has scored more runs than the other.  (Three and one-half if the home team is ahead.)

 

11.     The official scorer shall, immediately following each game, enter on the official score book:

1.   Date of game.

2.   Name of each player who pitched.

3.   Number of innings pitched.

4.   Score of the game.

5.   Signature of the tournament director or assistant.

 

12.     The tournament director or tournament umpire-in-chief will be the final authority on any disputes or questions about rules.

 

13.     If a player has the ball and is waiting to make the tag, runner must slide or attempt to get around.

 

14.     Appeal on a tag or missed base--The opposing team must appeal before the next pitch.

15.     Two adult base coaches are permitted.

 

16.      No batboys or batgirls, unless on official roster as one of 15 players.

 

17.     No designated hitters.  All hitters must remain in the batters box by use of one foot

            in, one foot out between pitches.  The use of courtesy runners can be implemented

          during the game at the umpire’s discretion in an effort to speed up play.

 

18.      Defensive team, from dugout or field shall not address the batter in any manner.  Trash        talk is not allowed.

 

19.      Any player, coach or manager ejected from a game will not play, coach or manage in the team’s next game.

 

20.      NO TOBACCO to be used by managers, coaches or players inside the fence surrounding the field of play.
